General Information

The Energy Commission (ST) issues Certificate of Approval (CoA) and Release Letter from Customs Detention for the importation of electrical equipment. These are issued online through the ePermit system.
Applicant who require applying for CoA shall register as registered manufacturer/importer with ST.
Applicant has to ensure their registration as registered manufacturer/importer is valid prior to apply for CoA.
ST will issue Certificate of Registration (CoR) to manufacturer/importer prior to their application for CoA.
Registration can be made through e-DIK system http://edik.st.gov.my.
The applicant also need to register their company with The Companies Commission of Malaysia (SSM) before applying.
Effective 1 October 2010, all applications were done through online via e-Permit system operated by Dagang Net Technologies Sdn. Bhd. (Dagang Net).
To import household electrical equipment, applicants or their local agents need to register with Dagang Net.
Once registered, applicants can proceed to apply electronically.
ST will issue CoA if applications are in order (test report and all required documents submitted and fees paid to ST).
e-Permit is available at http://epermit.dagangnet.com
ST will issue a Release Letter to Customs as blanket approval for exemption from COA for importation of ST's regulated electrical equipment.
Release Letter is applicable for Special Purpose, Concert, Factory Research, Quality Research, Re-Work and Re-Export, Imported Components used for Equipment Manufactured for 100% Export or Local Market and Transit.
For non-regulated equipment, applicants may request the Release Letter for Customs clearance purposes.
Application of Release Letter shall be applied through e-Permit at http://epermit.dagangnet.com
Applicant shall complete application by providing all information correctly and attached required documents.
Information such as Name of Electrical Equipment, Brand and Model need to be correct or else application will be rejected.
